I'm adding two approvals before a Dolibarr mass mailing can be sent

I contribute to Dolibarr, the open-source ERP and CRM. I am working on this now, on issue #41892: a mass mailing should need two validations, one for the message and one for the recipient list, before Send appears. This is the change I am building.
